While this may not be the fastest way to level in LOTRO, once you hit level 40ish you will find the amount of solo quests available dwindling, and if you cant find a PUG group to help you this is actually a good way.

Check the Ettenmoors Map, if Isendeep is Blue, take a horse to the Ettenmoors.

Head down to Isendeep, In Isendeep there are ALOT of caveclaws that are around lvl 48-50. Until Level 46 you wont really be able to solo them, but what you do is tag them and pull them to the free people guards and they will make short work of them. You get about 200 xp (with rest XP) a kill and they are consistant in dropping Exceptional Hides. So not only is this great solo xp but you can make Alot of money selling the hides, (they sell for 1-2g a stack on my server). Also you can mine while the NPCs kill things for you, which will bring you another gold or 2 an hour for each stack of ore you get.

If monster plays show up run back to the General and unless there are 15+ monster players the guards will make short work of them.
