C1 de-leveling limits only applies to your automatic skills. eg, the 'grade whatever equipment usage' skills. If you spent SP getting the skill, you wont lose it if you de-level.

Actully you will lose it, but when you level back to level required to access that skill it is automaticly given back to you. So you wont have to purchase over and over.
