How to do?
Simpli with Cheta Engine.
Find adress wher is stored curent IP and modifity it.
I cheked it to lvl 10.
It work in 17.8.1.
With this i have ALL abillities MAXED!!

You dont know how to find corect adres?
Go thru tutorial in Cheat Engine it`s simpli.
In my case it was 0929DA5C but i think it can be difrent.

update:
1. adress is dfrent each time when launch anarchy.
2. After zoning all stats are reset and you must again launch Cheatengine and modofity IP.

I tested this. I belive it's only visual and nothing is affected at server side. So maybe for bragging screenshots, but not anything else...

Visual, after Zone you will get packets with the right Skillstats

I found ths too, butafter doing this you cannot put anything on/use that has a higher req. than before when you hacked the IP amounts. Basically this is a load of $(-)!^ and isnt worth posting. I have spoken....
