if your in a party, you can start as low as lvl 9 i think, they are lvl 14 2 dot mobs i think, and are yellow, which means they are non hostile, i grinded from lvl 13 to 15 there
thats the best kind of grinding you can get, grind mobs and still get xp reward for them
honestly its best to solo, because the quest items can only be picked up by one, but duoing works as well

Ok to help people more
The npc who you recieve the quest from is Barsagal, who is outside Varlon's Tower. You will know when you see him because he is a wolf, and there are hostile npcs called Stone Soliders. (And there is a tower)
The quest you will recieve and are repeatable are:
Barsagal's Craving for Citrine Sap Kill 20
Barsagal's Craving for Sapphire Sap Kill 5
Barsagal's Craving for Ruby Sap Kill 1
The things you have to kill are rootlings (lvl 14 single dots), once you kill them they drop rootling saps which you kill (lvl 1)
The aprox location is, Three rivers village (-27, 26), its at the edge of the water. And is on the road to renton keep , however don't go more then 1/2 way or you will miss it. To simply it a bit more, coming from three rivers over the bridge, there is a sign post. One says Varlon's Tower, the other says renton keep.
The quest npc is at varlon's tower and the quest mobs you have to kill are at renton keep road. You will know when you are around that area when you see "Draven outlaws"
The stratergy i used was, get 3, 12 slot bags, kill the rootlings until you are full to the brim. By the time you are full, you will have come across some red and some blue which should give you a bit more xp, red giving you quite a lot.
So for example if i collect 400 Citrine saps, 400 divided by 20, i can turn the quest in 20 times, go back collect another 400 and etc.
Best to duo if your low level, but best if your by yourself. Quite a lot of people will know about this by now, so if its uncrowded go there and farm
Recomended level 9-16. Grind + recieve xp for what you kill + some coin
I also recomend you don't pick up the items the rootlings drop unless they help you. You are there for xp, not cash
