There is a quest for the Elder Jedi Robes.

You can bug the quest so you get both Robes, which is done by dragging your EQUIPPED Elder Robe onto the quest giver, and selecting the robe of your choice.

To exchange your Cloak of Hate or Shatterpoint Cloak, simply put one of them in your house, bank, ship, or storage droid, and go pick up a new one at the Force Shrine.
