Yeah, unfortunatly cooldown still there.
Atm I've droped around 60 npc's in my city and Im foraging while waiting...Got 2 npc from the collec already

well the only prolem is to delete the story stuff that is not a fugitive. So better go to Ryatt Trail in Webweather Path and kill feral wooks. You'll get cash, shard and a lot of fugitives
