if i pay for a char transfer does that allow me to have 3 toons on one galaxy?

no it doesnt. You must delete on of your current toons to transfer to the server. The ONLY to have 3 toons on one server with ONE account is if you were a jedi pre-nge and had already created a second and then made a third before they stopped that. SOE will not delete these third slots but won't allow any more elder jedi a third slot. Free toon for them.
