Are there any possibility of creating gem code at tp? maybe through a program or something..

These boards generally discuss violating the game's TOS / EULA through the use of exploits and 3rd party programs to gain an unfair advantage over those playing legitimately.

Unauthorized use (i.e. piracy), which you've inquired about, is criminal activity that is not discussed on commercial forums because it will get them shut down.

You might try taking this to a comments section someplace else where you see GW2 key generators available.
