stick around Elwynn forest and do the quests there

then go to Westfall around 15 quest and grinf untill 20

then go to Lakeshire untill about 24

then go to Darkshire grind on Ravagers for awhile while questing

then when you hit 30 go to STV

HAHAHA.. Deadmines?? lvl 11?? Huh.. nooo, The Deadmines is for lvl 18-24 and if u wanna enter whit a lvl 11 make sure u have a really good group.. =D
