If you know when the last one was killed, you can find out when the next one will be.
I'm pretty sure that all the dragons spawn every 4 days. I'm not sure about Lord Kazzek.

yeah like the machine in westfall that takes 8 hours to respawn and has crappy loot...
the dragons do take about 4 days
