One of the primary reasons we allowed both factions access to both of the 'faction-specific' classes was to deal with the notion of 'different but the same'. Because of the specific nature of these classes, a change to one inevitably affected the other class.
When we made this change, we wanted to develop the Paladin and Shaman independently of each other. However, this then makes them one class across two factions. We also mentioned that they would share the same abilities with cosmetic differences. This is one of those cases.

Classes share abilities in practically all cases. Why is that not a problem, but this is? Other classes don't even get different flavor or wording, so Paladins and Shaman are different only in the sense that they have different flavor for the two factions. That's actually more than other classes' abilities, which share labeling/tooltips.
