First you need to lvl your fishing really high ( maximum is recommended )
then equipt. your fishing pole then go and atk a monster the fishing pole does dmg by the skill and not by the poles actual equipt. dmg well have fun

This isn't an exploit.. Its always been that way.. All it does it change your ability to hit someone.. Not inflict Uber damage.

you must have a fishing pole aside from the one u buy when u first start out you get another fishing pole by ( Completing Quests, or a drop )

It is an Exploit because its umtin blizzard does not know about but will soon and it does affect the dmg u do to te player Ive Tryed it and have done it successfullly it may be diffrent to for you but it worked for me.
