How likely is this program detectable? If you use in a secluded area with no one to watch, will Blizz still be able to track this?

At this point Blizzard is not actively monitoring for this kind of abuse. But I think that Blizzard will do in the future when they have sorted other things like honorsystem, battlegrounds etc.
Problem with WoWFisher is that it uses active functions of WoWSharp which are detectable if Blizzard tries hard enough.
I've seen better fishbots on this forum which are complete macros to let you fish. This is a 3rd party software if you like which will fish for you without the risk that Blizzard can caught you using malicious code.
Just remember when using a fishbot that when you do for a long period that you might attract attention from a GM or other player. When you do not respond to a GM in time they might suspend your account, or other players might report you for suspicious behaviour.
